Thomas was the son of the Rev. J. G. Phillips and Annie Phillips of Damascus, Syria, and brother of John Oswald Philips (OC347) and Arthur Gordon Philips (OC 840).

Thomas entered CCB in September 1896 and was in the rugby 1st XV for 1897-8. He progressed to QUB to study medicine and graduated in 1905. He was a member of the Belfast Masonic Lodge.

Thomas joined the Royal Army Medical Corps in 1907. While serving as a Captain he is recorded to have been killed in action in November 1914. He is buried at Poperinge Communal Cemetery, West-Vlaanderen Belgium.
