Robert was born on the 16th July 1893, the son of Sharman D Neill, of Martelo Terrace, Holywood. He joined Campbell College in September 1907 and was an active member of the OTC.

Robert is noted to have been a keen golfer, cricketer and a member of the Royal NI Yacht Club. He went on to finish his education at Neuchatel in Switzerland. He returned home to join the Holywood contingent of 1st Battalion, North Down Regiment of UVF, finding employment in auditing and accounting.

Robert was 2nd Lieutenant with the 3rd Battalion, Royal Irish Rifles in August 1914. He was transferred to the 5th Battalion as a Lieutenant in January 1915. He was then posted to France on 22 March 1915. He is commemorated on the Ploegsteert Memorial, Hainaut Belgium.
